Stefanski's Offense Already Picked Its Quarterback

Both Tua Tagovailoa and Michael Penix Jr. posted identical 88.5 passer ratings in 2025, but the Kubiak-tree system being installed at Flowery Branch doesn't grade on efficiency alone — and the stopwatch broke the tie before camp opened.

Both quarterbacks posted an 88.5 passer rating last season. Identical numbers, arrived at through completely different routes — Tua Tagovailoa via 20 touchdowns against 15 interceptions over 14 games in Miami, Michael Penix Jr. via extreme ball security (a league-best 1.1% interception rate) across 9 starts before his ACL tore in Week 11. The efficiency metric treats them as equals. The scheme Kevin Stefanski is installing at Flowery Branch does not.

Here's what the numbers actually tell you: the tiebreaker between two quarterbacks with identical efficiency profiles isn't arm talent, durability, or draft pedigree. It's processing speed measured in fractions of seconds. And on that metric, the competition was settled before anyone put on a helmet.

Tua's average time to throw over the past three seasons is 2.55 seconds — the fastest among all 64 qualifying quarterbacks in the NFL from 2022 through 2024. On throws traveling 11 or more air yards, where the processing burden is heaviest, his average climbs only to 2.63 seconds. Those are not just fast numbers. They are structurally unique. No other quarterback in the league gets the ball out that quickly while maintaining his level of intermediate accuracy.

This matters because Stefanski's offense is built on a specific cognitive sequence: the quarterback takes the snap under center, executes a play-action fake that holds a linebacker for roughly one second, then reads a half-field concept — usually a boot or a rollout — with two receivers working against a coverage shell that the play-action has already distorted. The entire concept lives and dies in a timing window that opens at roughly 2.4 seconds and closes by 2.8. A quarterback who processes within that window gets a receiver working against a disorganized secondary. A quarterback who doesn't gets a collapsing pocket and a prayer.

In Cleveland, Stefanski ran this system with a 32.9% play-action rate — high by NFL standards — and logged 210 running back carries from under center. Atlanta, under Raheem Morris, ran 127 under-center carries last season, fourth-to-last in the league. The entire offensive geometry is rotating. Tommy Rees, who will call the plays, put it plainly in the spring: "There's definite benefits to having the QB under center." That sentence sounds bland until you understand it as a schematic thesis statement. Under-center play-action with boot concepts and half-field reads is the offensive identity. Everything else — the personnel groupings, the wide-zone blocking schemes, the route trees — is built to serve that core architecture.

Tua's career has been an audition for exactly this system. In Miami, Mike McDaniel ran a motion-heavy, pre-snap-read offense that leaned on Tua's processing speed but operated primarily from shotgun. The cognitive demands were similar — quick reads, timing throws, scheme-dependent accuracy — but the mechanical requirements were different. The adjustment to under-center footwork is real, and it's the variable worth tracking through camp. But the foundational trait — the ability to diagnose a coverage shell and release the ball before the window closes — is already proven at the highest level.

Penix's strengths are legitimate. His ball security, his deep-ball accuracy, his poise under pressure as a rookie — all of it is real, and all of it matters in a different offensive architecture. But boot-action timing demands something specific from the plant leg, and Penix's left knee has been surgically repaired three times. He is cleared for individual drills and 7-on-7 work. He is not cleared for 11-on-11. That is not a coaching preference. It is a medical reality that means Tua will take every first-team rep on Day 1 of camp, extending an advantage that has compounded since April.

But here is the part the "open competition" framing obscures: even in a universe where Penix were fully healthy today, standing on the same practice field with identical clearance, the scheme itself would still favor the faster processor. The Kubiak tree does not reward arm talent on its primary concepts. It rewards anticipation, timing, and the willingness to pull the trigger on a half-field read before the coverage recovers. Tua's career — his entire cognitive profile as a passer — was built for this sequence.

The coaching staff will continue to call it a competition. That is the professionally responsible thing to say when you have a first-round pick rehabbing his third knee surgery and a veteran on a one-year minimum deal. But the play-action system Stefanski has spent his entire coaching career refining doesn't care about press conferences. It has a type. Tua is the type.

The question worth asking is no longer who starts Week 1 in Pittsburgh. It's what version of this offense Tua's quick trigger unlocks — and whether the protection holds long enough for 2.55 seconds to matter.
